recommandations enregistr\u00e9es par le B\u00e9nin en 2012 et en 2017 lors de l\u2019Examen P\u00e9riodique Universel devant le Conseil des Droits de l\u2019Homme ainsi qu\u2019en 2015 \u00e0 l\u2019occasion de la 115i\u00e8me session du Comit\u00e9 des Droits de l\u2019Homme relativement \u00e0 la mise en place d\u2019un M\u00e9canisme National de Pr\u00e9vention de la torture, le Sous-comit\u00e9 de Pr\u00e9vention de la Torture, conform\u00e9ment \u00e0 son mandat, a effectu\u00e9 une visite au B\u00e9nin du 11 au 15 janvier 2016. Au terme de cette visite, le tableau de la situation en milieu carc\u00e9ral est apparu peu reluisant.<\/p><p>\u00a0<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-inner-section elementor-element elementor-element-2857285 elementor-section-boxed elementor-section-height-default elementor-section-height-default wpr-particle-no wpr-jarallax-no wpr-parallax-no wpr-sticky-section-no\" data-id=\"2857285\" data-element_type=\"section\" class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Ainsi, le Sous-comit\u00e9 de Pr\u00e9vention de la Torture a encourag\u00e9 fortement le B\u00e9nin \u00e0 mettre en place un\u00a0<strong>M\u00e9canisme National de Pr\u00e9vention<\/strong>\u00a0car il s\u2019agit d\u2019un outil important d\u2019am\u00e9lioration des conditions de d\u00e9tention et de pr\u00e9vention de la torture et des mauvais traitements des d\u00e9tenus.<\/p><p>Consid\u00e9rant l\u2019approche retenue par l\u2019\u00c9tat b\u00e9ninois pour la mise en place d\u2019un tel m\u00e9canisme consistant \u00e0 le confier \u00e0 la Commission B\u00e9ninoise des Droits de l\u2019Homme dont l\u2019une des attributions est\u00a0<strong>\u00ab\u00a0\u2013 effectuer des visites r\u00e9guli\u00e8res, inopin\u00e9es ou notifi\u00e9es, dans les lieux de d\u00e9tention et de r\u00e9tention aux fins de pr\u00e9venir toutes violations des droits de l\u2019Homme\u00a0\u00bb,<\/strong>\u00a0il est apparu pertinent de mettre en \u0153uvre ce projet qui vise \u00e0 contribuer \u00e0 la prise de mesures urgentes pour soulager la souffrance des d\u00e9tenus \u00e0 travers l\u2019\u00e9largissement du mandat de la Commission B\u00e9ninoise des Droits de l\u2019Homme \u00e0 celui du\u00a0<strong>M\u00e9canisme National de Pr\u00e9vention<\/strong>\u00a0de la torture.<\/p><p>En harmonie avec cette l\u2019article 40 de la Constitution b\u00e9ninoise et consid\u00e9rant que la Charte africaine sur les valeurs et les principes du service public et de l\u2019administration requiert une r\u00e9elle appropriation par les acteurs de l\u2019offre de service public \u00e0 l\u2019\u00e8re de la modernisation de l\u2019administration publique b\u00e9ninoise, il sied d\u2019agir sur lesdits acteurs pour susciter un changement de comportement en vue de fournir un service public accessible, disponible, acceptable et adapt\u00e9 aux acteurs de la demande de service public.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-inner-section Au terme de cette visite, le tableau de la situation en milieu carc\u00e9ral est apparu peu reluisant. \u00a0 Ainsi, le Sous-comit\u00e9 de Pr\u00e9vention de la Torture a encourag\u00e9 fortement le B\u00e9nin \u00e0 mettre en place un\u00a0M\u00e9canisme National de Pr\u00e9vention\u00a0car il s\u2019agit d\u2019un outil important d\u2019am\u00e9lioration des conditions de d\u00e9tention et de pr\u00e9vention de la torture et des mauvais traitements des d\u00e9tenus. Consid\u00e9rant l\u2019approche retenue par l\u2019\u00c9tat b\u00e9ninois pour la mise en place d\u2019un tel m\u00e9canisme consistant \u00e0 le confier \u00e0 la Commission B\u00e9ninoise des Droits de l\u2019Homme dont l\u2019une des attributions est\u00a0\u00ab\u00a0\u2013 effectuer des visites r\u00e9guli\u00e8res, inopin\u00e9es ou notifi\u00e9es, dans les lieux de d\u00e9tention et de r\u00e9tention aux fins de pr\u00e9venir toutes violations des droits de l\u2019Homme\u00a0\u00bb,\u00a0il est apparu pertinent de mettre en \u0153uvre ce projet qui vise \u00e0 contribuer \u00e0 la prise de mesures urgentes pour soulager la souffrance des d\u00e9tenus \u00e0 travers l\u2019\u00e9largissement du mandat de la Commission B\u00e9ninoise des Droits de l\u2019Homme \u00e0 celui du\u00a0M\u00e9canisme National de Pr\u00e9vention\u00a0de la torture. En harmonie avec cette l\u2019article 40 de la Constitution b\u00e9ninoise et consid\u00e9rant que la Charte africaine sur les valeurs et les principes du service public et de l\u2019administration requiert une r\u00e9elle appropriation par les acteurs de l\u2019offre de service public \u00e0 l\u2019\u00e8re de la modernisation de l\u2019administration publique b\u00e9ninoise, il sied d\u2019agir sur lesdits acteurs pour susciter un changement de comportement en vue de fournir un service public accessible, disponible, acceptable et adapt\u00e9 aux acteurs de la demande de service public.
